  • CHANGES TO REGISTRATION PROCEDURES!

TEAM MANAGERS PLEASE NOTE BELOW CHANGES TO REGISTRATION PROCEDURES:

We now have a new payment system that makes it easier than ever to share your season’s fees with your team mates. When registering your team, select which team members you want to share the team fee with and then pay your share only, the system takes care of the rest by emailing your team mates and asking them to pay their share and giving them friendly reminders until they do.

This ‘shared payments’ system will be ready to use for our up and coming season.

Furthermore, we will no longer be requiring an annual insurance/affiliation fee for the year. This will be built into our new seasonal flat rate per team.

 FUTSAL RULES

  • BASIC RULES OF THE GAME

    1. There are 5 players, one of which must be a goalkeeper.

    2. Each team may have 7 substitutes with unlimited substitution.

    3. Substitution must take place at the 'substitution zone'. The player being replaced must be completely off the court before the replacement enters the court. The referee need not be informed.

    4. The team winning the toss must decide which way to run. A goal cannot be scored from the kick off. The ball is in play when it is touched and moves forward.

    5. When the ball passes over the touchlines the game is restarted by a kick in. The ball must be stationary on the touchline and or 25cm from the line and can be kicked into play in any direction. The kicker must have both feet on the touchline or behind the touchline.

    6. Goal clearances - when the ball passes over the goal line having last been played by an attacker, the game is restarted by a goal clearance. This must be done by the goalkeeper and the ball must be thrown directly out of the penalty area.

    7. If the ball hits the roof, a kick in is taken by the other team opposite to where the ball hit the roof.

    8. Goalkeepers cannot receive the ball by hands or feet after releasing the ball from their possession, unless it has been touched by the opposition. This also applies to a goal clearance. goalkeepers must release the ball within four seconds of gaining control of the ball. If the goalkeeper crosses the halfway line he/she has unlimited time with it.

    9. At free kicks, kick ins or corner kicks, all opponents must be 5 meters from the ball and the ball must be put into play within four seconds of taking possession of it.

    10. Fouls & misconduct- fouls resulting in a direct free kick are the same as outdoor soccer with the following additions

    • charges a opponent with the shoulder; and
    • slides in to play the ball when it is being played or attempted to being played by an opponent, except for a goalkeeper in his/her penalty area - and he must not do it in a careless or reckless way or use excessive force.

    11. Penalty mark is 6 meters and second penalty mark is 10 meters. The second penalty mark is used if a team accumulates more than five fouls in a half.

    12. Accumulated fouls

    • are sanctioned by a direct free kick,
    • the first five fouls sanctioned by a direct free kick in each half, are recorded,
    • for these first 5 fouls a defensive wall may be formed by the opposing team to defend the kick,
    • beginning with the sixth foul, the players of the opposing team may not form a wall to defend the kick,
    • the kick is taken from the second penalty mark unless the foul occurred beyond the mark when the non-offending team has the option to take the kick where the foul occurred or from the second penalty mark of 10 meters,
    • the player taking the kick must be identified, kick with the intention of scoring and cannot pass to another player,
    • the goalkeeper must remain in his/her penalty area and be 5 meters from the ball; and
    • all other players must remain behind an imaginary line level with the ball and parallel with the goal line. They must be five meters from the ball and may not obstruct the player taking the kick.
  • LOCAL RULES

A goalkeeper may no longer throw or 'punt' the ball over the half way line on the full, whether restarting the game or in general play. The ball must touch the ground before or on the half way line when thrown or 'punted' by the goalkeeper. Penalty - restart by the opposition from the junction of the half way and side line. (Similar to the penalty for hitting the overhead wire).

This should promote a better quality game with emphasis on playing football on the ground; and also minimise the number of balls landing out of court and holding up the game.

When participating at our venue, always remember to respect the need and comfort of our neighbours when arriving, playing, spectating or leaving our premises.

Normal Club behaviour rules apply and offenders will be dealt with by the board.

  • BYLAWS

(c)if a team gives 24 hours notice and a reasonable reason, then the match may be rescheduled at a pre-determined date agreed upon by both teams as well as the futsal manager. 3. Lines of communication - please follow the procedure to escalate any issues arising at one of our venues, in reference to events held by the Club -

    (a) all managers, coaches and players registered in Pittwater RSL Club Futsal competitions are to forward all enquiries only to their futsal manager. The futsal manager will interface directly with the NSW Futsal Association operations manager.

    (e) goalkeeper may wear tracksuit bottoms and a shirt that easily identifies him/her from other players and the referee.

    (i) men’s & ladies armless tops will be permitted but must be numbered.

    (j) match balls - all teams are required to have their own futsal match ball. It is the team manager’s responsibility to look after their team's match ball and to replace it if lost. Pittwater RSL Futsal reserves the right to forfeit a team's match in the event that the team does not have a match ball to play the match with. Match balls are for sale at the futsal office. Please email futsal@pittwaterrsl.com.au to order one.

    5. Game times - senior games are 18min x 18min with 1 min half time. Junior (16yrs and under) are 13min x 13min with 1 min half time.

    Notes -

    (i) these times are based on eight (8) teams and below competitions. For competitions that have more than eight (8) teams, length of halves may decrease.

(ii) failure of the teams to get on the court on time will mean a reduction in time with the proviso that halves will be equal.

(iii) if a game has to have a result then 5x5min extra time will be played. If a team scores in that time they are declared the winner – if no goals are scored in extra time the result will be decided by a penalty shootout as per laws of the game.

(iv) if the ball is kicked out of the courts on the eastern or RSL car park side, the game and clock will stop until the ball is retrieved.

    (v) if the ball is kicked out of court on the western side (Blackmore’s) a replacement ball may be retrieved from the futsal office and accurate indications of where the ball went out is to be relayed to the futsal manager.

    6. Number of players - a match is played by two teams, each consisting of no more than five (5) players, one of whom is the goalkeeper. A team may start with 3 players including a goalkeeper.

    7. Subs and player replacements – the maximum number of substitutes is seven (7). There are unlimited substitutions during the match.

PRSLCF Policy insists that a team may borrow players from a lower division or age group. It may not borrow players from the same division or age group. A borrowed player can only play for one team in the division he is borrowed for.

A team may only borrow a player as per above in order to fill their team to 5 players*. I.e.,  if you already have 5 of the players registered in your team playing, then you may not borrow players.

*The Tuesday ladies competition may borrow a player as per above in order to fill their team up to 6 players. If you already have 6 of the players registered in your team playing, then you may not borrow players.

Players not registered in your team but are members of the NSW Futsal Association may be borrowed, but only if the above criteria is met and the futsal manager informed.

Note 1: the futsal manager must be informed to ensure that the player's ID number is entered in the match card.

Note 2: in semi-finals and finals a borrowed player may only play if they have played for that team a minimum of 5 games in the competition before the semi-finals.

    8. Abandoned matched - in the event of a match being abandoned for any reason, including misconduct, the referee(s) and the administrator will provide a complete report of the incidents surrounding the abandonment to the competition secretary of NSWFA as soon as practicable for adjudication. The competition secretary will determine whether to replay the fixture or pursue another course of action. Should the match be abandoned due to misconduct, the result of the game will be posted as a (zero, nil, 0) – (zero, nil, 0) draw. If by chance it is a final or semi-final, the NBFA holds the right to not award a result and the futsal manager of Northern Beaches Futsal Association will determine a course of action.

    9. Injury protection - it is the responsibility of each player to ensure they are adequately prepared for the game of Futsal as specified in Futsal Law #4. It is also the responsibility of each player to take adequate care to avoid injury to themselves or any other player and/or officials during the course of the game.

    10. Semi-final & finals - the format of the semi’s is 1 v 4 and 2 v 3 in all competitions of 4 or more teams. Competitions which have less than 4 teams, the finals format will be determined by the futsal manager. Players participating in semi-finals may only play if they have played for that team for 5 or more games in the competition before the semi-finals. The only exception is a specialised goal keeper who may be borrowed from a lower division or age group, and must play in goal only.

    11. Referees - if a team manager or coach wishes to complain about a referee or a game result then a ‘referees complaint form’ is available from the futsal manager. This should be returned within seven (7) days to:

    Pittwater RSL Club Futsal

82 Mona Vale Road, Mona Vale NSW 2103

    Fax Number – 02 9979 2424

    or emailed to jan@pittwaterrsl.com.au

    12. Dual registrations - players can only play in one team per age group or division. A player can be in the PRSLCF dual register, meaning registered to play in two different teams in two different divisions. However, a player must register in a lower age group and fill out a dual registration form to add their name to a team in a higher division’s player roster. Under NO circumstances may a player play in a team registered in a competition or division below the division they are initially registered in.

    13. PRSLCF only rule adjustments -

    (a) goal clearance for juniors or sub-juniors – in the best interests of the game, the PRSLCF has made a slight adjustment to LAW 17 of the FIFA FUTSAL laws of the game. Teams participating in our sub-junior and junior competitions cannot throw the ball over the half way line on the full when restarting play with a goal clearance.

    (b) all mixed competitions - to try and make the mixed competitions as even as possible, the PRSLCF is enforcing -

    (i) not including the goalkeeper, there must always be 2 ladies and 2 men on the court during the entire game.

(ii) there has been an adjustment to LAW 11 of FUTSAL laws of the game, i.e., teams participating in our mixed competitions cannot score from a kick-off.

    (c) slide tackling – slide tackles are outlawed and players may only slide for the ball to prevent it from going out of play or to retrieve it while no other player is in close proximity.

    14. Catch-up matches - matches that can’t be played during the regular season will only be played if -

    (a) a time and venue is agreed upon by both teams on a different night during the regular season.

    (b) there is time at the end of the season for all games to be played which both teams agree on before the semis

Note: catch-up matches that are left to end of the season to be played, will only be played if the game has an impact on positions in the top four for semi-finals. If for any reason the catch-up game can't be played at all and will impact the top four placings, the result will be a scoreless draw.

    15. Swearing & obscene language – due to the facts that Pittwater RSL Futsal is an open aired venue within a local residential area and that we have regular children in attendance to the venue, we have a zero tolerance to swearing and/or obscene language. (i) a warning via yellow card (1st offense)

(ii) red card for repeated offences (2nd offence)

(iii) players and/or teams that regularly have to be warned and disciplined will result in removal from the competition and being banned. Management reserves the right to refuse registrations from any players/teams it deems necessary to ensure the safety and enjoyment of all who participate or use the venue. In the event of removal from the competition, the team will not be refunded, due to a rule breach.

BRAZILIAN SOCCER SCHOOLS NORTHERN BEACHES

All Northern Beaches Brazilian Soccer Schools players are guaranteed to improve their ball mastery & first touch with both feet. We know exactly how to improve all players with a focus on their weaker foot with close control drills and 1000’s of touches of their own ball each during each skills coaching session.

We aim to significantly improve every player in a very short space of time and on a steep skills and technique learning curve. Our holiday camps are extremely well renowned for massively improving all players within only a few sessions and beyond expectations as we focus on pure skills coaching from 9am-12pm each day. We strive to deliver much more than just football-related child minding services and our BSS coaching philosophy and methodology has consistently proved to be an extremely valuable experience and influence for all players of all abilities to learn and improve their skills and adopt new techniques in a fun and inclusive environment. All boys and girls aged 5 to 14 from beginner to intermediate or advanced levels are welcome and they will all benefit from joining our program which will ensure that they will improve their ball mastery skills and technique.

We have delivered in excess of 100 holiday camps for thousands of local players in the last 13 years and we have been able to improve every player that attends our highly successful holiday camp program with many participants being identified as having the potential to play at the highest levels of junior and youth football in NSW, which we have then been able to facilitate for them through our advanced Development Squad Program.

Our unique coaching programs have produced over 500 players that have moved forward to play and train at NPL football clubs within the FNSW representative system, with the majority of them joining Manly United , North Shore Mariners & Northern Tigers with some moving even further up the football pyramid to be selected by Sydney FC, Western Sydney Wanderers & Central Coast Mariners; and we also have a few players that have been signed by professional club academies in the UK & Europe. This focus and achievement plays a very central role in our ongoing regular programs and forms a major part of our philosophy to provide an excellent environment and culture to create fully rounded and above average footballers from humble beginnings, giving exceptional opportunities to players and coaches that are not readily available in the grassroots football system. Our holiday camps and term-by-term skills sessions are an excellent starting point which then lead into our advanced Development Squad Program.

Please feel free to invite any friends of your player to also attend the upcoming camps as it is a valuable learning experience for all players of all abilities to learn and improve their skills and adopt new techniques; and the camps are often enjoyed even more when players are with their teammates even though they will always make new friends when they become part of the BSS Family. BSS members can also attend our further advanced coaching programs which in turn leads to our own representative pathways via our development squads and BSS FC teams that play regularly in independent competitions and tournaments such as the Premier Academy League and Sydney International Cup.
